Optional early-page retrieval

With this header, a published page can return HTTP 200 while data.source.status remains processing. Use the overview’s fetchable flag and published pagination to avoid requesting pages that are not yet available. has_next_page: false on a partial page means there is no next page available at that point. Refresh the overview on the terminal source event and update your pagination without discarding already-loaded records. Do not hardcode a page size or a final record count. An unpublished page returns HTTP 404 (LEAK_PAGE_NOT_FOUND). A processing source without opt-in is unavailable (LEAK_SOURCE_UNAVAILABLE). A page-ready event does not guarantee final source success; handle later source errors separately from an empty result set. Existing finalized-page behavior and authorization checks are unchanged.
